The new multipolar reality, characterized by the expanded influence of China and Russia, has pushed the major GCC states toward a position of strategic neutrality. Nevertheless, the United States and the Gulf Arabs share a vital interest in cooperation that can mitigate against a further breakdown in the relationship.
