Even before October 2023, there were many significant plans for Gaza. Given the scale
of destruction there have been many more reconstruction plans elaborated since, even given
immense levels of uncertainty. This briefing analyses some 34 of those, developed by
Palestinian institutions, international organisations, civil society groups, policy centres and
private actors. Many have Palestinian agency, most don’t. Exact details of each plan, referenced
with a number, are catalogued in the online annexe. They differ greatly in scope, scale, and
emphasis. Some look to Egypt, some to the West Bank; some emergency stabilisation, others
intermediate recovery. This is how Gaza’s potential future has been framed and prioritised.
